The question of Turkey's membership in the EU has been the subject of debates about the cosmopolitan future of Europe. Using the concept of cosmopolitanism as developed by Beck, Habermas, and Delanty, this article argues that the possibility of an antiontological and multicultural cosmopolitan European community will largely depend on how Europe answers the question of whether Turkey should be granted membership in the EU. Turkey forces a debate on three crucial areas that are directly related to the cosmopolitan future of Europe: (a) Europe's geopolitical place in the global world, (b) postnational forms of a European public sphere, and (c) European identity. The potential for a multicultural and pluralistic cosmopolitanism is a two-way street, and while Turkey's membership will have a transformative impact on the EU, the membership process will also have a similar impact on Turkish democracy and modernity."

We use a time-varying dynamic factor model with regime switching to construct and estimate the leading indicators of the currency crises in Turkey. After that, we analyze the business cycles of the Turkish economy, by using a three-state univariate Markov-switching model. Anyone who has ever spent time maneuvering the trinket-laden streets of Sultanahmet would have come across the wonderful Basilica Cistern. Now the cistern is one of my favourite things in Istanbul. Not only is it evidence of the engineering brilliance of the Byzantines, but what I find really interesting is the fact that after the Turks arrived, the cistern was forgotten about for about the first hundred years of the Ottoman Empire. Sure the locals knew something was down there but, thanks to the presence of holes in the floors of houses through which you could simply lower a bucket and collect water, nobody bothered to go down there and investigate."

'We have stopped pumping,' Oil Ministry spokesman Asim Jihad said. 'We are halting pumping when we reach certain levels of crude in Ceyhan. Iraq is pumping crude oil intermittently to Ceyhan in order to avoid sabotage against the pipelines.' Jihad did not say how intermittent pumping would help to prevent sabotage, nor give details on what storage level would trigger future stoppages."

One more major effort, strongly encouraged by the UN and European Union (EU), should be made in 2008 to resolve the long-running dispute between ethnic Greeks and Turks on Cyprus and achieve a comprehensive settlement to reunify the island. All sides have much to gain from such a settlement. For the Greek Cypriots, it would end lingering insecurity, give them access to the Turkish economy, the most dynamic in the region, and increase their service industry’s value as an eastern Mediterranean hub. For Turkish Cypriots, it will mean being able to enjoy the benefits of EU citizenship of which they are presently largely deprived. For the EU, the unresolved Cyprus problem now hampers its functioning on issues as diverse as cooperation with NATO in Afghanistan and Chinese shoe imports. And for Turkey a settlement would overcome a major obstacle to its convergence with the EU. "

Ozturk said that the factory will be established in Organized Industrial Zone. Ozturk said that the construction of the factory will start in spring and the facilities will be completed within 3-5 years. As the editor of a digital magazine for women of immigrant background, SEN Magazine, she knows very well what is going on in the minds of young Muslimas in the Netherlands. Last week she published her view in an opinion article in the Dutch daily NRC Handelsblad. What many Muslim parents in the Netherlands are forgetting, writes Ms Özdemir, is that they themselves were mostly married at a young age and thus could legitimately have sex. In modern Dutch society, however, the age at which young Muslim women marry is steadily rising. The average age is now 23 years, but more educated women often do not marry before 30. Ms Özdemir knows what she is talking about. As editor of SEN Magazine she daily receives e-mails in which young Muslim women speak freely about their love-life. "Young women of immigrant background increasingly consider oral sex as something quite normal and feel they can't refuse their boyfriends when they ask for anal sex, as that would not damage their virginity."She calls it the 'virginity paradox'. THE 43-YEAR-old Greek Cypriot who was arrested in the occupied areas for dumping garbage in the buffer zone was yesterday released on bail, police said.
Vassos Vassiliou, who was arrested by authorities in the north in the Potamia area on Tuesday, was released after paying a Turkish Cypriot ‘court’ €500. He was told to re-appear on January 29.
Police said Vassiliou’s car had also been held by the authorities in the north. The 43-year-old said he had not been mistreated in any way."

AK Party Supporter Banned YouTube in TurkeyYouTube managed to be banned twice in Turkey within a week by having rulings from two seperate courts consequtively.
The initial ruling came from Ankara Criminal Court on 17th January. Four days later, YouTube stated that they removed alleged videos and filed an appealed to lift the ban. However very same day, in another city, the Criminal Court of Sivas ruled to ban YouTube again. As of today, there are two seperate court orders to ban YouTube in Turkey."

Though arguments are put forward against each other, adjectives attributed, discussions turning lively, everybody seems to be on guard not to alienate others, just in case they would have to consult with them and seek their vote in their bid for the presidency."

FULL STORY A major contract late last year from India's Dainik Bhaskar Group for seven Prisma 4/1 presses has been followed by an even bigger order from Turkey. Printer and publisher Ciner Matbaacilik (Ciner Printing Inc.) has signed up for five KBA Commander press lines, totalling 27 towers, for its Istanbul, Ankara, Izmir and Adana operations. The presses will print in-house daily and weekly titles along with semi-commercials and external products. The company is part of the Ciner Group, whose interests encompass mining, energy, tourism, hotels, trade and industry, and which also has a strong social agenda."

The report was submitted to the head of the Human Rights Commission, Professor Zafer Uskul, who has gone to Malatya to observe the ongoing trial over the brutal murder of three Christian missionaries last year. The report covers some of the human rights violations that have occurred recently against non-Muslims in Turkey, noting especially that many of the suspects involved in attacks against non-Muslims in this country have not been found or arrested. Part of the report reads as follows: “Despite the fact that freedom of belief is protected by the Constitution, the last decade has witnessed the development of campaigns aimed at denouncing, slandering and provoking non-Muslim groups. Included in this campaign are physical attacks against these groups. This campaign has been contributed to both actively and passively by a concern for media ratings in the Turkish press. Several sources quote complaints against a video that insults Atatürk, founder and first president of the Republic of Turkey, as the reason for the block. On Friday, internet users in Turkey found the website replaced by a notice saying:
“Access to this web site has been suspended in accordance with decision no: 2008/55 of T.R. Ankara 12th Criminal Court of Peace.”"

Turkish Deputy Prime Minister Cemil Cicek said that the monetary assistance given to northern Cyprus was US$80 million a year between 1974 and 1996, US$210 million a year between 1997 and 2002 and US$360 million a year since 2002. “At this time we are giving nearly US$400 million a year,” he said. On behalf of the government and in response to Huseyin Pazarci, a Turkish Member of Parliaments’ speech regarding northern Cyprus, Cemil Cicek said: “The Cyprus matter is a ‘national cause’ for everyone.”"

Nothing unusual given the German capital’s large Muslim population. But most of the people filling the dance floor on Saturday at the club SO36 in the Kreuzberg neighborhood were gay, lesbian or bisexual, and of Turkish or Arab background. They were there for the monthly club night known as Gayhane, an all-too-rare opportunity to merge their immigrant cultures and their sexual identities. European Muslims, so often portrayed one-dimensionally as rioters, honor killers or terrorists, live diverse lives, most of them trying to get by and to have a good time. That is more difficult if one is both Muslim and gay. “When you’re here, it’s as if you’re putting on a mask, leaving the everyday outside and just having fun,” said a 22-year-old Turkish man who spoke on the condition of anonymity out of fear that he would be ostracized or worse if his family found out about his sexual orientation. One of the regular D.J.’s, Ipek Ipekcioglu, 35, said she got her start rather suddenly, when one of the founders of SO36 walked up to her and said: “You’re Turkish, right? You’re lesbian, right? Bring your cassettes and D.J.” Ms. Ipekcioglu spins everything from Turkish and Arabic music, to Greek, Balkan and Indian, a style she calls Eklektik BerlinIstan. She has been a full-time professional D.J. for six years and performs all over the world.

A draft of the new constitution contains the following line: “No one can be debarred of his or her right to higher education because of his or her attire.” According to Prime Minister Erdogan, “wearing a headscarf could not be banned even if it is used as a political symbol.” The headscarf ban was introduced in the 1990s as a way to combat militant religious groups which were attempting to intimidate secular females from going without head coverings. Wearing the Islamic headscarf is not allowed in universities in Turkey on the grounds that this would be a violation of the nation's secular principles since it is a political and religious symbol. Prime Minister Erdoğan had said in Madrid on Monday: "Even if it is worn as a political symbol, can you consider wearing a political symbol a crime? Can you bring in a ban on symbols?" He had also stressed that there was no such ban at universities in the US or European countries.

Turkey's Ministry of Culture and Tourism are considering ways of pushing the number of overseas visitors to the country up towards the 40 million mark.
Minister Ertugrul Gunay says that additional parts of the country must be promoted as tourism destinations and that new markets must be opened up in countries such as the US and Japan in order to increase the volume of holidaymakers that choose to come to Turkey, reports the Turkish Daily News."

Cyprus gained her sovereign independence by virtue of a constitution and three treaties -- the Treaty of Guarantee, the Treaty of Alliance and the Treaty of Establishment, all of which came into force on the same day -- Aug. 16, 1960. They were interrelated so that, for example, the 48 “basic articles” of the Constitution were incorporated into the Treaty of Guarantee while the two Treaties of Guarantee and Alliance were in turn mentioned to “have constitutional force” in Article 181 of the constitution. The third treaty, the Treaty of Establishment, makes it clear that the boundaries of the Republic of Cyprus do not coincide with those of the island, in that Britain retains absolute sovereignty over two enclaves, totaling 99 square miles which contain the military bases of Ağrotur (Akrotiri) and Dikelya (Dhekelia)."

The purchase price of $82m (E56m approx) will be funded from existing credit facilities. The 2007 revenue of Pilsa is approximately E85 million. The company says it expects that Turkven, a Turkish private equity firm, and the Netherlands Development Finance Company (FMO) will become co-investors, with Wavin maintaining a majority stake of 60%. This is expected to happen during the first quarter of 2008."

When I first came to the United States in 1994 as a graduate of history major to pursue an MA degree, I had been shocked many times in the first month that I faced with the same question, the Armenian genocide. I do not remember how many times the conversation with an American began with the movie called “Midnight Express”. Although I was a history major, I had almost no concept of genocide and had little knowledge about what happened to Armenians during WW I. Neither in the history books nor in the social memory and consciousness of Turkish people, the Armenian issue still do not occupy big importance. Even the bloody terrorist attacks on the Turkish diplomatic missions did not put the Armenian issue at the center of national discussion."

After the signing ceremony, Turkish Energy Minister Hilmi Guler said the cooperation agreement included a pipeline that would carry Egyptian natural gas from Aleppo to Turkey's southeastern town of Kilis, and possibly on to European markets if a link-up with the European Union-sponsored Nabucco pipeline scheme comes online."

The dollar was traded between YTL 1.144 and YTL 1.15 yesterday, the lowest levels that have been seen since June 2001. Analysts say this declining trend has been shaped by the recent positive atmosphere in both economy and politics in Turkey, in addition to the global devaluation of the dollar. As a remedy to dollar’s continuously falling value, Federal Reserve Chairman Ben Bernanke indicated in a speech on Thursday that the US Central Bank is ready to cut interest rates aggressively to support growth and curb the adverse effects of increasing global risks."

Bernanke, signaled this week that the Fed would cut rates to try to ward off a recession. And a growing number of economists, convinced Europe is not as insulated from America’s woes as many Europeans would like to believe, question why, at such a fragile moment, the European Central Bank is warning it might raise interest rates. “The E.C.B. sees the glass as half full; the Fed sees it as half empty,” said Thomas Mayer, the chief European economist at Deutsche Bank. “It’s not a difference in the data; it’s a difference in the analysis.” The European Central Bank, Mr. Mayer said, still does not believe that the credit crisis originating in the American mortgage market poses a grave risk to Europe’s underlying economic prospects. The bank, he said, is threatening a rate increase when it should be preparing for a rate cut. The simplest explanation for the European Central Bank’s hawkish demeanor is its inflation-fighting mandate. The bank’s president, Jean-Claude Trichet, has warned labor unions that they should not use Europe’s inflation rate of 3.1 percent as a pretext to demand steep wage hikes.

New York, (CNA) ---- UN Secretary General Ban Ki-moon and Turkish President Abdullah Gul have met in New York and discussed the Cyprus issue, Iraq, as well as relations between Turkey and the UN, according to a press release issued by the office of the UNSG’s spokesperson.
Commenting on the meeting, a UN chief’s spokesperson has told CNA that the dinner offered by the Turkish President in Ban Ki – moon’s honor can be described as a “private one”."

Prime Minister Tayyip Erdogan reaffirmed Turkey's determination to join the European Union on Thursday and denied there had been a slowdown in reforms.
The EU and many Turkish commentators say Erdogan's centre-right government has lost its appetite for carrying out reforms required by the wealthy 27-nation bloc.
'There can be no question of weariness on the EU issue. We are doing whatever has to be done (to join),' Erdogan said in a televised address outlining a new government action plan.
'We are winning (in the EU process). About 70 percent of Turkish exports generally go to EU member states. This situation enriches our relations. So we will continue our EU efforts.'"

I have even met Turkish people in Australia who do it. One man in particular even used the words �I love Istanbul like it is a woman.� "

Abstract
Among criteria relating to the level of development in a country are health indicators such as total fertility, maternal mortality, infant mortality, and rates of life expectancy at birth. These have a close relationship with the quality of health-care services, especially those provided by midwives. An improvement in midwifery services can be achieved to a great extent by standardised and high-quality midwifery education. Until recently, midwifery education has not been standardised in Turkey. Although improvements have been made, more needs to be accomplished. In this paper, we report the development of midwifery education in Turkey from a historical perspective, dealing with past and present applications, and make recommendations to overcome existing problems.

Since 2004, the American government has engaged in a compassionate resettlement of about 12,000 Meskhetian Turks to selected parts of the US, including about 500 who have made their home in Tucson. On Sunday afternoon, with the help of a local aid group, our church put on a carnival for some of these refugees. We gave out popcorn, cotton candy, sandwiches, pizza, and gifts: disposable diapers, framed family photographs and children's toys. There were games of skill for the kids and backgammon tables for the adults."

Dr. Kerstin Tomenendal studied at Vienna University, and her undergraduate studies were on Arabic, Turcology, and Islamic theology, after which she got her Master’s on the Belkis-Suleyman legend in Arab literature. She earned her Ph.D. in history, and her thesis was on “Turkey’s Image in World War I Propaganda.” Now she serves on the faculty of Ankara’s Turkish Union and Chambers and Commodity Exchanges (TOBB) University lecturing on history. Dr. Tomenendal evaluated the Turkish image in Europe and also shared her opinions on recent political and cultural issues. Here’s what she had to say to us:"

Mustafa Kemal Ataturk was undoubtedly a great soldier, a great national leader, and a genius of a politician, all rolled in one. There are many other great soldiers and leaders in history, but no one else ever transformed his nation from a backward, ignorant, and poor society to modern-minded, active, strong, and survivable nation. In this respect, he was unique. Once he had completed his major reforms, he told to the Turkish parliament under what impossible-looking conditions he fought the Turkish Independence War and how he achieved the reforms during the Republic. He then sentimentally trusted the Republic and its future to the younger generation. That “Speech” used to hang in all classroom walls while I was in School. I must say that the ”Youth” did a pretty lousy job of protecting his reforms and ideas."

Anyone who has been reading this blog for over a year may remember my slightly surreal visit to Cyprus in the winter of 2006. N7406391_30992865_7071
During that visit (which was part of a semester-long European studies intensive program), I went to the Foreign Ministry of the Republic of Cyprus (i.e. Greek Cyprus), where a young firebrand spokesperson informed my study enclave that any reunification agreement must foresee the deportation of all Turkish settlers who arrived after the 1974 partition of the island following a military incursion by Turkey and coup plot by Greece. I actually laughed out loud at this (as I am wont to do in such situations) --because forcing tens of thousands of people back to Turkey after three decades would not only be impossible and cruel, but also illegal-- and the ministry spokesperson was not pleased. His views were pretty radical, and I don't think representative of most Greek Cypriots."

This is a big feather in the cap of the Papadopoulos government, for whom EU membership has been marked by political bickering with its partners over the Cyprus problem. Its belief that membership would enable it to turn the screw on Turkey has proved monumentally misguided as it has seen its partners consistently siding with Ankara whenever it had tried to do so.
